作战数据工程建设与发展

战争形态正加速向信息化战争演变,数字化作战成为主要形式,作战数据以前所未有的深度广度进入战争全脉络,成为作战的核心,影响着战争进程甚至决定成败。习主席高度重视作战数据建设,多次指出我军数据积累严重不足是军事斗争准备的短板弱项。因此,建设完善配套的作战数据库和形成战时高效的作战数据保障能力,对获取作战信息优势、提升指挥控制能力至关重要,对于提高我军基于网络信息体系的联合作战能力具有重要的支撑作用。     

Benders' cuts guided large neighborhood search for the traveling umpire problem

This article introduces the use of Benders' cuts to guide a large neighborhood search to solve the traveling umpire problem, a sports scheduling problem inspired by the real‐life needs of the officials of a sports league. At each time slot, a greedy matching heuristic is used to construct a schedule. When an infeasibility is recognized first a single step backtracking is tried to resolve the infeasibility. If unsuccessful, Benders' cuts are generated to guide a large neighborhood search to ensure feasibility and to improve the solution. Realizing the inherent symmetry present in the problem, a large family of cuts are generated and their effectiveness is tested. The resulting approach is able to find better solutions to many instances of this problem. © 2011 Wiley Periodicals, Inc. Naval Research Logistics, 2011

警卫工作经验对警卫人员素质的影响

经验是构成警卫人员业务素质的主要内容.其中直接经验可以大幅提升警卫人员的能力,而间接经验则是警卫人员素质生成的主要渠道.因此,必须充分认识两种经验在警卫人员素质生成中的作用,既要注重直接经验的获取,更要重视间接经验的不可替代性.     

The limits of robotic solutions to human challenges in the land domain

In the face of rapid technological change and the creation of ambitious military modernisation programmes, this paper argues that land forces, in managing the relationship between force levels and the adoption of military robotics, must recognise that there are inherent limits to techno-centric force reduction efforts and realise the inefficacy of substituting skilled soldiers with robots. It begins with an overview of how the proper integration of robotics into a military’s force structure can improve capability, save lives and potentially reduce costs, but suggests that common accounts of robot utility are exaggerated and endanger the risk assessment processes governing the adoption of said technologies and relevant personnel settings. The paper explores the limits of robotic solutions to military problems, discussing their technical limitations, redundancy and related issues that, when combined with a technico-moral skills degradation problem also detailed within, point to the need to reshape force structures to suit the adoption of robotics while preserving existing levels of human staffing.     

对消防监督检查员专业资格标准的思考

随着国家法制化进程的不断深入,对从事消防监督检查的技术人员提出了越来越高的素质要求。为此,《消防监督检查员专业资格标准》征求意见稿应运而生。但“标准”的要求与消防部队的现实状况之间存在差距,解决好“标准”中的岗位等级与现行职称的衔接问题、“标准”规定的执业范围与基层人少事多的问题、“标准”规定的监督检查员申报岗位资格学历条件与现实状况之间的问题,有利于“标准”的执行。     

消防人员的心理素质及训练

本文通过对消防人员在灭火战斗活动中的心理状态的分析,明确了消防人员心理素质训练的重要意义,结合实践经验介绍了消防人员心理素质训练的组织和方法,旨在加强消防人员在灭火战斗中的心理承受能力,以取得火灾扑救任务的圆满完成。     

炮兵对有生力量压制比的仿真计算方法

为了评估炮兵对有生力量压制效果,应用离散事件仿真方法建立了炮兵射击有生力量仿真模型,提出一种炮兵对有生力量压制比的仿真计算方法。首先,给出了压制比的概念与模型。然后,建立了基于离散事件仿真的炮兵射击有生力量模型。最后,结合实例验证了仿真计算方法的正确性。
